IMF's technical mission at Moldova's State Tax Service to reform, modernize tax administration

The State Tax Service on October 1-16 is hosting a technical mission of the International Monetary Fund’s (IMF) Fiscal Affairs Department, dedicated to supporting the reform and modernization of tax administration. The mission is being carried out by experts Susan Betts and Telita Synckers, with the participation of senior economist Enriko Aav.

During the mission’s opening meeting, the IMF experts met the new director of the State Tax Service, Elena Tibirna. She emphasized the importance of transforming the tax authority into a taxpayer-oriented and business-friendly institution, based on dialogue, transparency and efficient tax services.

The official also highlighted the need to strike a balance between ensuring the collection of budget revenues and facilitating taxpayers’ voluntary compliance.

“A modern tax administration must firmly fulfill its mission of collecting taxes, while also providing taxpayers with clear, predictable and accessible conditions for meeting their tax obligations,” said Elena Tibirna.

Throughout the mission, IMF experts and SFS specialists will address the main areas for strengthening tax administration, including improving tax control and compliance through a risk- and data-based approach, supporting the implementation of tax policy and modernizing and automating tax administration processes, including the VAT refund process.
