Moldova to cooperate with Belgian Development Agency to modernize energy sector

Moldova will cooperate with the Belgian Development Agency Enabel, in order to modernize the energy sector, align it with European standards and advance climate priorities. A Memorandum of Understanding that sets the framework for cooperation for the coming years was signed by Energy Minister Dorin Junghietu and Enabel’s director Jean Van Wetter in Chisinau today.

Minister Dorin Junghietu emphasized that the Memorandum marked an important moment in the energy transition of Moldova and in its path toward European integration.

“Our energy sector is at a turning point. We are working intensively to modernize our system, strengthen our resilience and align with European standards. In the context, partnerships with experienced and dedicated organizations, such as Enabel, are more than welcome,” the official said.

Enabel’s director Jean Van Wetter noted that, through this partnership, the two sides aimed to support efforts to accelerate the energy transition, the EU accession process, to develop sustainable solutions and to deliver tangible results for citizens.

The signed Memorandum will allow the two parties to exchange expertise and mobilize financial and technical resources to support reforms in the energy sector. The cooperation targets the modernization of the energy system, the development of renewable sources, enhanced energy efficiency and strengthened infrastructure resilience.

The document also provides for strengthening the capacities of public institutions in the field, including through exchanges of experience and study visits, as well as support for developing the regulatory framework in line with European Union legislation. A key focus will be on the development of the electricity market, including balancing mechanisms and ancillary services, as well as on the implementation of network codes by the transmission system operator.

At the same time, the partnership will support modern and decentralized energy solutions, especially for public institutions, such as hospitals and schools, and will facilitate the launch of innovative pilot projects. They will include new financing models for energy efficiency, such as the Super ESCO programme, as well as energy storage technologies, including battery energy storage systems (BESS).

Within this cooperation, experts from Moldova will be able to participate in study visits to Belgium, together with partners from Ukraine, in order to learn from European experience in such areas as energy efficiency, financing models and flexibility solutions for the energy system.
