Moldovan Economic Development and Digitalization Ministry prepares two new deregulation packages: 100 laws, government decisions to be amended

The Economic Development and Digitalization Ministry (MDED) is preparing two new deregulation packages, which include proposals to simplify the regulatory framework, including in the field of labor legislation.

The first deregulation package includes amendments to 71 laws, including the Labor Code and the Law on Occupational Safety and Health, while the second targets the revision of 29 government decisions. At the same time, measures are being analyzed regarding the elimination or transformation of certain permissive acts and the review of administrative requirements that may generate additional burdens for the business environment.

The proposals were examined during consultations held at a meeting of the National Commission for Consultations and Collective Negotiations, with the participation of Deputy Prime Minister Eugeniu Osmochescu, Labor and Social Protection Minister Natalia Plugaru, representatives of ministries, trade unions, employers’ associations, the Secretariat of the Economic Council under the Prime Minister, relevant institutions and field experts.

The participants in the consultations examine proposals to modernize labor legislation, focusing on reducing the administrative burden, clarifying procedures and creating a more flexible and predictable framework for employers, while at the same time maintaining the protection of employees’ rights.

The proposals were developed following consultations with stakeholders, initiated by MDED in December 2025, and assessed in terms of compatibility with European Union legislation and international conventions to Moldova is a party.

The deregulation packages are part of Moldova’s Reform Agenda and aim to simplify the regulatory framework, reduce the administrative burden, stimulate competitiveness and create a more attractive economic environment for investments and jobs.
