Confiscated assets and money to be used for social and public interest purposes

Confiscated assets and money from criminal activities will be used for the benefit of people and communities. These resources will be able to support social projects, public services, and investments that citizens need. The Government has approved the mechanism for implementing the Law on the use of confiscated assets for social purposes or in the public interest.

The proposed mechanism is structured in stages: the State Tax Service will send the Criminal Asset Recovery Agency information on confiscated assets, and the Agency will verify the eligibility of these assets and will publish, every six months, information about the assets that can be used on the website of the National Anticorruption Center.

Subsequently, interested parties – public authorities and institutions, natural persons, and private legal entities with a non-profit purpose, such as associations, foundations, private institutions, religious denominations, or other non-governmental entities – will be able to submit applications for use within 90 days from the date of the announcement.

It will be assessed whether the applicant is eligible, whether the proposed project addresses a real need, whether there is capacity to maintain and use the asset, and whether the proposed use produces a real social or public impact. If the application is approved, the State Tax Service will ensure the transfer of these assets within 30 days. The entire process will be public and transparent, and the use of the assets will be monitored to ensure compliance with the approved purpose.

At the same time, the method of allocating confiscated amounts of money is also established. Of the total funds transferred to the state budget, 20% will be allocated for social purposes, and 10% for developing the capacities of the institutions involved in identifying, recovering, and confiscating criminal assets.
