Safety of bridges, operation of vehicle registration offices and accreditation of driving schools discussed at meeting of transport experts from both banks of Dniester River
Today, August 4, 2026, a new meeting of the working groups on the development of road transport and road infrastructure was held by videoconference, with the participation of specialized experts from Chișinău and Tiraspol.
The agenda proposed by Chișinău included the maintenance of bridges over the Dniester River, the procedure for accrediting driving schools in the Transnistrian region and issuing national model driving licenses, the operation of vehicle registration offices in the cities of Tiraspol and Rîbnița, as well as the difficulties encountered by holders of compulsory motor third-party liability insurance (RCA) policies in electronic format.
During the discussions on the bridges over the Dniester River, experts from Chișinău highlighted the need to ensure proper monitoring of their technical condition, to carry out maintenance work and necessary interventions to guarantee road traffic safety. At the same time, they stressed that road infrastructure must be kept in proper operating condition, in the interest of citizens and economic operators on both banks of the Dniester.
Regarding the activity of driving schools in the Transnistrian region, Chișinău maintained its proposal on their gradual alignment with the requirements of the national regulatory framework. Accreditation of specialized institutions in accordance with the legislation of the Republic of Moldova will allow the training process to be organized under uniform conditions and the issuance of national model driving licenses, recognized and usable in international road traffic.
With regard to the operation of vehicle registration offices in Tiraspol and Rîbnița, the systemic problems previously reported were brought back to attention, including the management of appointments, applicants’ access to services, the availability of information in the Romanian language, and compliance with the procedures established by the legislation of the Republic of Moldova. Experts from Chișinău underlined the need to eliminate the obstacles that affect the functionality of this mechanism and citizens’ access to the services provided.
Another topic concerned the difficulties faced by drivers who hold RCA policies in digital format and otherwise. Representatives of Chișinău pointed out that electronic documents issued in accordance with national legislation are valid throughout the territory of the Republic of Moldova, and the application of unjustified restrictions, sanctions or abusive requirements in relation to them is unwarranted and must cease.
The delegation from Chișinău reaffirmed its readiness to continue a pragmatic dialogue focused on identifying concrete solutions, in compliance with the national regulatory framework, eliminating artificial obstacles and ensuring the free movement of persons, vehicles, goods and property.
