 
                        
                                        Prime Minister -designate presented activity program and new cabinet composition to parliament
Prime Minister - designate Alexandru Munteanu presented today in Parliament the activity program and composition of the new government. The official stated that the government program is focused on economic growth, efficiency and European integration, and the proposed governmental team is professional, able to prepare the Republic of Moldova for joining the European Union in the coming years.
The official emphasized that the Government's mission is for EU membership to bring tangible benefits to people even before the formal process is completed - investments, well-paid jobs, modern public services, and a friendly and efficient administration.
“The pro-European and democratic strategic direction is non-negotiable. It was voted by the majority of our citizens. Alexandru Munteanu said he will be a Prime Minister “who listens, respects and works, not a populist one.”
“My professional and life experience has taught me that nice words are good for uniting people, but they become harmful when they try to cover up deficiencies. That is why I promise you that I will be a Prime Minister who listens, respects, and works, not one who is populist. I will tell the truth even when solutions require joint effort from the entire country. I will be open to proposals and opinions because good solutions are born from dialogue. But dialogue is a two-way street. I hope we will walk it together. Ideas matter by visibility, not by the intensity of their shouting. Criticism is useful, but active participation is irreplaceable. Differences of opinion are natural in a democracy. What's important is that they do not stray from the direction set by the citizens: a European future, a better life, safety for every family,” the official noted.
He added that the Government Program derives from the mandate given by citizens to this Parliament: to outline the country's strategic direction for the coming decades.
Alexandru Munteanu also presented the main sectoral priorities.
1. Efficient Governance
Modernizing central and local public administration, total transparency, digitalization, and e-Governance at European standards. Strengthening cybersecurity and critical IT infrastructure.
2. European Integration
Completing accession negotiations by 2028 and implementing the community acquis in all areas.
3. Competitive Economy
Stimulating investments up to 4 billion euros, supporting 25,000 enterprises, promoting Moldovan products, and expanding access to European markets.
4. Education for the Future
Investing 6 billion lei, expanding the network of Model Schools, real access to inclusive education adapted to children's needs.
5. Clean Environment
Planting 60,000 hectares of forests, revitalizing national waters, developing the circular economy and regional waste management infrastructure.
6. Health and Active Lifestyle
Modernizing hospitals, digitalizing the health system, university clinical center network, and programs promoting a healthy lifestyle.
7. Energy Independence
Complete interconnection with the EU market, investments in renewable energy, and modernizing energy infrastructure.
8. Modern Infrastructure and Localities
9 billion lei through the European Village and European Courtyard programs. 3,000 km of modernized roads, bridges over the Prut, and completion of the Chișinău Ring Road.
9. Welfare and Social Inclusion
Increasing the minimum wage to 10,000 lei, 5,000 new nursery places, programs for the elderly and people with disabilities — no one will be left behind.
10. Modern Agriculture
Green technologies, expanding irrigation on 50,000 hectares, regional processing centers, and extended market access to the EU.
11. Safe Communities
Enhanced presence of law enforcement, modernizing the border, and operationalizing the National Crisis Management Center.
12. Fair Justice
Completing the evaluation of judges and prosecutors, digitalizing the justice system, and combating corruption at all levels.
13. Culture and Identity
Expanding the Cultural Voucher program, protecting heritage, supporting cinematography and involving diaspora.
14. Reintegration and Cohesion
Consolidating peace on both sides of the Dniester. We will ensure that citizens and companies from the Transnistrian region also enjoy the benefits of Moldova's proximity to the European Union.
15. Foreign Policy and Security
Intelligent and responsible foreign policy, support for citizens in the diaspora, and modernizing the National Army. “I would like to thank our strategic partners, who are continuously by our side: the European Union, the United States of America, and our brothers from across the Prut – Romania,” the official stated.
The Prime Minister presented to deputies the governmental team, noting that it combines experience and continuity with new energy and professional competence.
Eugen Osmochescu - expert in policies and institutional reforms for increasing economic competitiveness - will be responsible for the Ministry of Economic Development and Digitalization.
Mihai Popșoi will continue to represent our country and promote the interests of the Republic of Moldova on the European and international stage as Deputy Prime Minister, Minister of Foreign Affairs.
Cristina Gherasimov will continue to be responsible for the European Integration portfolio and coordinate the activity of the European Integration Office.
Vladimir Bolea will serve as Deputy Prime Minister, Minister of Infrastructure and Regional Development, and will continue our efforts to modernize the country's infrastructure.
Valeriu Chiveri - career diplomat and Moldovan ambassador to Ukraine - will be responsible for the Reintegration portfolio.
Dan Perciun will continue to lead the Ministry of Education and Research.
Daniella Misail-Nichitin will hold the position of Minister of Internal Affairs.
Vladislav Cojuhari will take over the Justice Ministry portfolio and is responsible for continuing justice reform.
Ludmila Catlabuga will head the Ministry of Agriculture and Food Industry.
Andrian Gavriliță – economist with experience in public finance and fiscal policies – will assume the Ministry of Finance portfolio.
Natalia Plugaru – expert in social policies and the protection of vulnerable persons – will be responsible for the Ministry of Labor and Social Protection.
Emil Ceban - PhD in medical sciences and rector of the State University of Medicine and Pharmacy “Nicolae Testemițanu” - will lead the Ministry of Health.
Gheorghe Hajder will continue the policies started at the Ministry of Environment.
Cristian Jardan will be responsible for the Ministry of Culture portfolio.
Dorin Junghietu will head the Ministry of Energy and will continue our efforts to ensure the energy independence of the Republic of Moldova, which, in turn, ensures the country's security and stability.
Anatolie Nosatîi will continue to head the Ministry of Defense. His priority remains strengthening defense capabilities and modernizing the National Army.
The Prime Minister-designate highlighted the progress achieved so far by the Republic of Moldova and emphasized that he is honored to have the opportunity to serve his country.
“I was proud to watch the progress of the Republic of Moldova in recent years. As one of the citizens who did their duty wherever they were, I watched how, through courage, perseverance, and each contribution, our country transitioned from a captured, ignored state on the international stage to a respected state, important for regional peace, admired for its lessons of democracy and freedom, capable of developing through its own forces with the support of true partners. It is a great honor for me to have the opportunity to serve my country today,” Alexandru Munteanu declared.
The official also thanked President Maia Sandu and the PAS faction for their trust, but also the country's citizens. “I thank President Maia Sandu and the PAS faction for their trust. But, more importantly, I thank them for having the courage to fight, to win elections, and to move things in the right direction. My gratitude goes especially to the citizens of Moldova. Without their determination and strength to oppose evil, today we would not be talking about European Union membership, but about oligarchy, corruption, and stagnation. What has been achieved in recent years represents an extraordinary leap forward. This progress shows me how much we can do when we work together, always having a common goal. The most important outcome is regaining hope that Moldova can be a dignified, free, and strong state. But we all know, we still have an enormous amount to do together,” Alexandru Munteanu stated.
At the end of his speech, the designated Prime Minister called for unity “for the welfare, prosperity, and European path of the Republic of Moldova.”
“I invite all of you to reflect on three fundamental questions: How do we, the citizens of the Republic of Moldova, want to speak about our country in a few years? How do we want others to speak about Moldova? And what country do we want to leave to our children and grandchildren? We are ready to work to make the answers to these questions come true. I call all of us to unite our forces for the welfare, prosperity, and European path of the Republic of Moldova,” concluded Alexandru Munteanu.
