Administrative-territorial reform - priority for future Government

Prime Minister-designate Alexandru Munteanu stated before the deputies that the administrative and territorial reform will be one of the essential measures of the future Government, aimed at modernizing public services and bringing administration closer to the citizen.

“It is neither good nor normal to have schools with seven students, as the educational process suffers. Similarly, it is not normal to have health centers with a single, poorly paid medical assistant. Reform is necessary, and the focus will be on the process of amalgamating localities, as this is currently the best solution. But the entire process will focus on people and their interests,” emphasized Munteanu.

The official noted that the Government will work in close cooperation with the Congress of Local Authorities from Moldova (CALM) with the aim of strengthening local autonomy and attracting professionals to public administration.

“Mayors and local authorities are essential partners of the Government in implementing public policies and utilizing European funds. We will continue collaboration through the Joint Committee platform and sectorial groups so that local teams are better prepared to manage European investments,” he stated.

During the debates, acting Deputy Prime Minister Vladimir Bolea, Minister of Infrastructure and Regional Development, who is expected to continue this mandate in the new Government, stated that the territorial-administrative reform should be finalized by 2026, with the local elections in 2027 to be held according to the new administrative organization.

“This reform will not be painful, but necessary. It is a reform demanded by the citizens, desired by the mayors, and accepted by the entire society. We will discuss with all local actors, CALM, and international experts so that the final decision is balanced and realistic,” declared Vladimir Bolea.

According to the official, the Ministry of Infrastructure and Regional Development is ready to contribute to the process in cooperation with the State Chancellery, based on ongoing European projects and existing expertise in the field.

Munteanu Government aims for a pragmatic administrative reform focused on efficiency, quality public services, and a modern local administration capable of responding to the real needs of communities.

Alexandru Munteanu presented the new Cabinet to the deputies today during the Parliament session, highlighting the priorities of the governance program and key directions for the development of the Republic of Moldova in the coming years. His main vision is focused on sustainable economic growth, administrative efficiency, and European integration through professional and results-oriented governance.
