Adopted in final reading: From 1 June, day laborers to be registered electronically

Starting 1 June 2026, the Register of Day Laborers will be digitized, and the record of seasonal work will be kept through an electronic system.

Parliament today approved, in the second reading, a draft law that provides for the implementation of e-day laborers information system and the introduction of digital vouchers for seasonal workers. The legislative initiative was supported by 71 MPs.

According to the authors, the measure aims to reduce informal work in agriculture and forestry, as well as to simplify administrative procedures for beneficiaries of services. At the same time, the reform seeks to reduce bureaucratic burdens and streamline reporting.

At present, the record of day laborers is kept on paper, in registers filled in manually by the beneficiaries of services. The authorities state that this system is inefficient and involves a large consumption of time, including for the daily collection of signatures.

Through the new electronic system, authentication will be carried out by digital signature, and day laborers will receive electronic vouchers for each day of work. These will subsequently contribute to the recognition of their work record and access to social protection measures.

In the second reading, the draft was supplemented with an amendment targeting the application of the new rules especially in agriculture and forestry, sectors where work is seasonal and requires a large number of workers for short periods.

Data from the National Social Insurance House show that the number of declared day laborers increased from 6,687 in 2023 to 10,425 in 2025. Nevertheless, the authorities note that the actual volume of seasonal work remains higher than what is officially reported.
