Chisinau Court of Appeal (Centru) resumes examination of Gagauzia's governor's case

The Chisinau Court of Appeal (Center) today resumed examination of the case of the governor (bashkan) of Gagauzia, Evghenia Gutul, after a two-month pause. The court president ordered the setting up of a new panel of judges in the case in which the governor and Svetlana Popan, the accountant of the former Shor party, have been sentenced to prison.

At the first hearing in the new composition, the defense requested the recusal of the entire panel of judges and the annulment of previous decisions. Evghenia Gutul and the accountant of the former Shor party took part in the hearing online.

The examination of the appeal filed by the lawyers is currently at the stage of presenting the defense’s evidence. The next hearing in the case is scheduled for January 27, this year.

The appeals filed by the lawyers of Evghenia Gutul and Svetlana Popan reached the judges of the Chisinau Court of Appeal (Centru) at the beginning of October 2025, after the two were sentenced to prison by the court of first instance.

On August 5, 2025, Evghenia Gutul was sentenced to seven years in prison by the judges of the Chisinau Court, in the case concerning the illegal financing of the former Shor party. At the same time, Svetlana Popan was sentenced to six years in prison. They were accused of knowingly accepting the illegal financing of a political party and an electoral competitor by an organized criminal group, an offense committed continuously and in the capacity of accomplices.
