
Country's top leadership to have new advisors
A bill proposing the establishment of the position of senior advisor within the offices of Speaker, President of the Republic of Moldova and Prime Minister was examined by the Commission on Public Administration and Regional Development.
The document, set up by the State Chancellery, sees amendments to 10 normative acts to improve the mechanism of public office management and ensure an efficient, transparent, and performance-oriented administrative system.
Among the provisions are the establishment of specific criteria for the appointment of the state secretary of the Government and ministries, and the delegation of responsibilities in human resource management to the ministry’s secretary-general.
The project introduces responsibilities in the field of European integration for the position of Deputy Secretary-General of the Government.
It also introduces regulations regarding the employment of senior-level public officials within state control authorities. Candidates who participated in a competition for a high-level public position will have the right to contest the results.
Another provision is the extension of the period for complying with the legal regime of restrictions on the declaration of assets and personal interests from 12 months to two years. Thus, people who have held a public dignity position or within the office of a person with a public dignity position will not be allowed, for two years after the termination of their mandate, to provide services within institutions that were under their direct supervision or coordination.
It is proposed to increase the value of the internship scholarship from 3,000 to 3,500 lei and the monthly allowance for the mentor of the intern from 1,250 to 1,500 lei. In this regard, about 450 thousand lei will be allocated for about 100 interns and 100 mentors, at the adjustment of the state budget.
