According to the cited source, the project is part of the effort to modernize the entire penitentiary system of Moldova in line with European standards, and aims both to ensure respect for human rights and to enhance the safety and efficiency of the detention institutions.

The minister noted that the project benefited from the support of the United Nations Office for Project Services, which provides expertise in the management of investments and procurement.

“In 2025, the stage of assessing compliance with the European Prison Rules was completed, and the next stage will focus on launching procurement procedures and effectively starting the construction.
