One in four pupils involved in bullying or physical aggression situations; Moldovan authorities develop action plan to prevent, manage violence cases in schools

One in four pupils of Moldova report having been a victim, witness or perpetrator of bullying or physical aggression, while approximately one in five have experienced online harassment. Data on the matter has been presented during consultations held by the parliamentary commission for culture, education, research, youth, sports and mass media, in partnership with the Education and Research Ministry (MEC). The discussions focused on the Sectoral Action Plan for Preventing and Managing Cases of Violence, Bullying and Cyberbullying in the Education System for the period 2026–2030.

The initiative provides for a unified intervention mechanism in more than 1,200 educational institutions, accessible and confidential reporting channels, as well as clear response deadlines: immediate registration of reports, initial protective measures within no more than two working days and the development of an individualized action plan within a maximum of ten working days.

“The safety and well-being of students are essential conditions for the educational process, while a child exposed to humiliation, intimidation, or exclusion needs adults who recognize the situation and intervene promptly. The school must give every child the confidence that they can ask for help, that their report will be treated seriously and that protection will continue throughout the intervention,” said Valentina Olaru, State Secretary at the MEC.

The document focuses on protecting children exposed to bullying or violence, providing psychological support and holding those who commit aggression accountable. It also provides for the training of school staff, the involvement of pupils in prevention activities through the Anti-Bullying Ambassadors programme and the development of the national digital platform, Stop Bullying.

By 2030, the aim is to reduce repeated victimization through bullying and cyberbullying by at least 15 per cent, with a higher target of 20 per cent, as well as to reduce safety disparities affecting children from vulnerable groups.

MPs, representatives of public authorities, international organizations and civil society, psychologists, teachers, managers of educational institutions and pupils participated in the consultations.

The discussions addressed the proposed measures for preventing these phenomena, reporting cases and ensuring prompt intervention to protect children. The proposals and observations made during the public consultations will contribute to finalizing the document, which seeks to strengthen a safe educational environment based on respect and the protection of every child.
