Moldova's National Energy Regulatory Agency approves modification of fuel commercial margin by including contribution for emergency stocks

The National Agency for Energy Regulation (ANRE) today ruled to modify the specific commercial margin applied to the retail sale of petrol and diesel, by including the contribution meant for the establishment and maintenance of emergency stocks of oil products.

According to the decision, a contribution of 0.48 lei per liter for petrol and diesel will be included in the specific commercial margin.

According to ANRE, the decision is a necessary measure to strengthen the security of supply of oil products in Moldova. The creation of emergency stocks will allow the country to respond more effectively to possible supply interruptions, regional crises, or other exceptional situations that could affect the availability of fuels on the market. Thus, the measure contributes to enhancing the resilience of the oil sector and to protecting the continuity of consumers’ supply in the long term.

Following the modification, the specific commercial margin will amount to 4.30 lei per liter for petrol, compared to 3.82 lei per liter previously, and 4.32 lei per liter for diesel, compared to 3.84 lei per liter previously.

This component is explicitly provided for by law and has an exclusive purpose, namely financing the creation and maintenance of emergency stocks. Therefore, the value of 0.48 lei per liter will not be subject to the semi-annual adjustments applied to the specific commercial margin in accordance with ANRE's methodology.

The decision will enter into force on August 1, 2026.
