New step in development of digital payments: Open Banking standard entered into force

The National Bank of Moldova (NBM) announces the entry into force of the national standard for Open Banking. Starting today, a unified and secure technical framework is available, which, with the user’s consent, allows bank accounts to be connected to external financial applications and facilitates efficient interaction between payment service providers and innovative solution providers.

The implementation of Open Banking allows users, based on explicit consent, to access integrated financial services, such as viewing accounts opened with different institutions in a single application or initiating payments directly from third-party applications. These functionalities contribute to the development of faster, more accessible services that are better tailored to users’ needs. 

NBM Governor Anca Dragu stated that the introduction of the national standard for Open Banking marks an important stage in the digital transformation process of the Republic of Moldova.

“This initiative helps create an environment in which access to financial data is carried out safely, with the user’s consent, and opens up new opportunities for the development of innovative services. At the same time, it supports competition and the consolidation of a modern and transparent financial system, adapted to the requirements of the digital economy,” said Anca Dragu.

The standard is aligned with the provisions of the European PSD2 Directive and requires the 15 licensed payment service providers in the Republic of Moldova to make dedicated technical interfaces (APIs) available to authorized third parties, under regulated and secure conditions.
