Gradual standardization of tax regime for economic operators in Transnistrian region: Which categories of goods targeted starting 1 September
Starting 1 September, taxes and excise duties will be applied to certain categories of goods brought into the Republic of Moldova by economic operators based in the Transnistrian region. The measure is provided for in a decision recently approved by the Government.
In the first stage, which begins today, the new regime will cover, among others, alcoholic beverages, tobacco and nicotine products, perfumes, pyrotechnic articles, furs, jewelry and precious stones, as well as certain means of transport. For other categories, including some raw materials and petroleum products, the provisions will apply from January 1, 2027, and for natural gas, electricity, telephones and computers – from April 1, 2027.
According to the authorities, the measure aims to ensure the uniform application of tax and customs legislation throughout the entire territory of the country, to provide fair competitive conditions and to gradually integrate economic agents from the region into the national tax and customs system.
Prime Minister Vasile Tofan previously explained that the objective of this measure is to integrate economic agents from the left bank of the Nistru into the country’s tax space. The official emphasized that through this fair measure, the funds collected will be allocated to the citizens living in the region, so that they benefit from greater support and better access to healthcare services, social assistance and pensions.
The authorities aim that, by 2030, the general tax regime will be fully applied to goods imported by economic operators from the Transnistrian region, under the same conditions as those applied to economic agents throughout the country.
