Financial instruments market of Moldova to be aligned with EU standards

The legal framework governing the organization and work of financial instruments markets of Moldova will be aligned with European Union standards. The parliament today approved, in the second reading, a draft law developed by the Finance Ministry. The document was adopted with 58 votes.

The new legislation sets out the rules applicable to financial instruments markets, as well as to the investment services and activities carried out in Moldova. The regulations aim to ensure market integrity, orderly functioning and stability, as well as a higher level of investors' protection.

The provisions will apply to investment firms, market operators, trading venues, as well as investment firms and companies from other states that provide services or carry out activities on the territory of Moldova.

The draft law lays down the conditions for access to investment activities and the requirements for the authorization, organization, operation and supervision of investment firms and credit institutions of Moldova. At the same time, transparency requirements will be introduced for financing operations through financial instruments.

The National Commission for Financial Markets will be responsible for monitoring the sector and will develop IT systems for the efficient supervision of participants in the financial instruments market.

The new provisions will enter into force six months after the law is published in the Official Journal. At the same time, some provisions will become applicable on the date of Moldova’s accession to the European Union.
