VIDEO // Customs Service recommends that carriers use alternative routes and digital solutions to avoid congestion at border

The Customs Service recommends that carriers plan their routes in advance and use the available digital tools to reduce waiting times at the border, as truck traffic continues to increase. Over the past 24 hours, 3,098 trucks crossed the Republic of Moldova’s border customs posts in both directions.

According to the institution, the increase in traffic is driven by the seasonal growth in grain exports, the reorientation of trade routes, and the increase in the transit of Ukrainian goods through the country.

Carriers intending to cross the border through Leușeni–Albița or Sculeni–Sculeni border crossing points with empty trucks may opt depending on their itinerary for Cahul–Oancea or Costești–Stânca crossing points.

For cargo transportation, route selection must take into account the required inspections. Thus, trucks carrying goods subject to phytosanitary or veterinary and sanitary controls must head to a border crossing point where the relevant services are available. At the same time, trucks carrying goods belonging to economic operators holding Authorized Economic Operator (AEO) status may leave the country through Cahul–Oancea.

To cross through Costești–Stânca customs post, carriers may use the BQS electronic scheduling system. Prior registration allows carriers to organize their departure from the warehouse and arrive at the border according to the scheduled time, helping to avoid congestion on access roads.

The Customs Service also recommends using the NCTS system to submit the electronic transit declaration before the truck arrives at the border. Carriers may also submit the Entry Summary Declaration (ENS) for the European Union in advance, including from the territory of the Republic of Moldova, provided they have the necessary registration and access to the EU information systems.

The institution points out that submitting the transit declaration through NCTS does not replace the obligation to comply with ENS requirements.

Carriers are urged to stagger departures when delivery deadlines allow, check traffic information before setting off, and verify the documents required for transportation in advance.

The Customs Service says it is in touch with the Romanian authorities to coordinate activities at the border. Staff levels have been increased at high-traffic posts, while the institutions are analyzing solutions for more efficient use of infrastructure and faster processing of trucks.
