EU High Representative for Foreign Affairs and Security Policy says Moldova contributes to Europe’s security, protection of EU borders

Moldova contributes to strengthening European security, by participating in the missions and operations of the European Union, protecting borders and combating foreign information manipulation. EU High Representative for Foreign Affairs and Security Policy Kaja Kallas today made statements to this effect in Brussels, during the presentation of the 2026 Enlargement Package.

“Moldova and our partners in the Western Balkans contribute to EU missions and operations. They help us protect our borders and counter foreign information manipulation. These contributions are already strengthening our security today. A larger Union will be able to draw on these contributions in the future as well,” Kaja Kallas said.

The European official highlighted Ukraine’s role in defending Europe, noting that the experience it had gained on the battlefield was important for the continent’s security and defence capacity.

“Today’s report sends a clear message in a context of war, and this deserves recognition. Given the progress made by Ukraine, we should move towards opening all negotiating clusters before the end of this year,” Kaja Kallas said.

For her part, European Commissioner for Enlargement Marta Kos confirmed that Moldova had met the necessary conditions for opening all remaining negotiating clusters.

“The country has demonstrated strong determination to accelerate reforms, including difficult ones, such as the integrity vetting of judges. The Commission has found that Moldova met the necessary conditions for opening all remaining negotiating clusters. The country has also made significant progress towards achieving the goal of meeting, by the end of this year, the interim benchmarks concerning the fundamentals,” Marta Kos said.

The European Commissioner stressed that the next stage involved effectively implementing the reforms and achieving concrete results in combating corruption, stimulating economic growth, creating jobs and strengthening energy security.

“It will be essential to pay increased attention to the implementation and effective enforcement of reforms. This means building a solid track record of investigations, prosecutions and final convictions in corruption cases. The next priority will be stimulating Moldova’s economic growth, creating more jobs and strengthening energy security,” Marta Kos added.

Moldova has advanced in its negotiations with the European Union after negotiations on two additional clusters were opened in Luxembourg on October 13, 2026, bringing the total to four out of six. According to Deputy Prime Minister for European Integration Cristina Gherasimov, the European Commission confirmed that the country had made progress in all 33 negotiating chapters, and in 25 of them, it had advanced to a higher level of preparedness for accession. At the same time, Brussels proposed a roadmap providing for the possibility of concluding the negotiations in 2028, if the Moldova maintains the pace of reforms.
