Kaja Kallas message on behalf of EU leaders

The European Union sends a strong signal following the parliamentary elections on September 28: the future of the Republic of Moldova is within the EU, despite pressures and hybrid attacks launched by Russia to undermine the democratic process.

In a statement on behalf of the 27 EU states, EU High Representative Kaja Kallas remarked that the EU is prepared to collaborate with the new Parliament and future Government of the Republic of Moldova to advance the accession process, implement the reform agenda, strengthen state resilience, and stimulate economic growth.     

“The future of the Republic of Moldova and its citizens lies in the European Union. We welcome the quality and rapid pace of accession-related reforms and recognize the significant progress made so far. We are ready to take the next steps in the accession process, based on merit, and advance the negotiations,” stated Kallas. 

The official also denounced Russia's “desperate attempts” to destabilize the Republic of Moldova through disinformation, voter corruption, and cyberattacks, emphasizing that the vote on September 28 reaffirmed the firm choice for European integration.

“The European Union strongly condemns the constant hybrid attacks orchestrated by Russia and its intermediaries, aimed at undermining the rule of law and democratic process in the Republic of Moldova, destabilizing the country, and fueling polarization through massive disinformation, vote-buying, cyberattacks, and training violent provocateurs. We appreciate the resilience and determination of the citizens of the Republic of Moldova to resist Moscow's malign interference and defend their choice. The European Union also appreciates the efforts of the relevant institutions in the Republic of Moldova to ensure the integrity of the elections, despite constant external manipulations and pressures.”

In her statement, Kaja Kallas also mentioned that, according to preliminary findings of the OSCE/ODIHR mission, elections were competitive, offered clear political alternatives, and were well organized on a solid legal basis. “However, some difficulties arose concerning the new laws and candidate eligibility criteria, but the Central Electoral Commission intervened promptly to resolve them,” added Kallas.

On Monday, President of France Emmanuel Macron, Chancellor of Germany Friedrich Merz, and Prime Minister of Poland Donald Tusk welcomed the election results in the Republic of Moldova and appreciated the peaceful conduct of the poll, despite “unprecedented Russian interference, including vote-buying schemes and disinformation campaigns.”

Furthermore, congratulatory messages were also sent by European Commissioner for Enlargement Marta Kos, President of the European Council Antonio Costa, President of the European Parliament Roberta Metsola, and President of the European Commission Ursula von der Leyen.
