Moldovan parliament speaker says leadership's ambition to have better report of European Commission in 2026

The Moldovan authorities will make every effort to ensure that Moldova’s evaluation in the European Commission's annual report is even better than last year's. The statement was made by the Parliament Speaker Igor Grosu has made statements to this effect, in an exclusive interview given with the MOLDPRES State Information Agency.

The speaker noted that Moldova aims to get a better assessment from the European Commission, with the report usually being presented in the autumn.

“Our ambition is for this year's report to be at least at the level of the last year, but our intention and effort are directed toward making the report even better, because our further progress in the negotiation process and in the process of signing the treaty and the subsequent accession of Moldova as a member state of the European Union depends greatly on this report,” Igor Grosu said.

Among the important achievements in the process of European integration, Igor Grosu highlighted the opening of negotiations on two essential clusters – “Fundamental Values” and “External Relations”. They are the first and the sixth clusters out of the six into which the negotiation chapters with the European Union are grouped. The parliament speaker specified that Moldova must open the other four clusters by the end of this year and discussions with EU member states are ongoing.

“We are still holding talks and negotiations among the EU member states, and I am optimistic in this regard,” added Igor Grosu.

Igor Grosu spoke about the importance of the parliamentary diplomacy in the process of accession to the European Union. The parliament Moldova must continue the dialogue with the legislatures of the member states, in order to explain the realities in the country and to get their support.

“The parliamentary diplomacy has a very important role. Our task is to communicate with our colleagues in the parliaments of all member states. Some are more open towards Moldova or, in general, towards enlargement, because we are talking about the enlargement of the European Union. Others are more reserved, and then we must calibrate our efforts, invite them more often to visit us and, yes, we must also travel more often when we receive official invitations, but we have slightly changed our tactics. We insist that they come to us, because it is a good opportunity for them to feel the atmosphere, to talk to people, to officials, to visit the country, not just Chisinau, but the whole Moldova,” said Igor Grosu.

The parliament speaker expressed his conviction that Moldova is proving to be a reliable partner for the European Union and emphasized that the support of all member states is essential for advancing the accession process.

“This enlargement is, first of all, under the current geopolitical conditions and in the period we are living through, a matter of security for the whole of Europe, and here we are talking about the Russian Federation’s invasion of Ukraine. The vast majority of EU member states, including those in the West, view enlargement through the lens of security. And here our argument is very simple – the European Union needs a predictable country, a stable country, with institutions where things work, where people have jobs and we are proving this through our policies,” Igor Grosu said.

The parliament speaker reiterated that, starting from 2022, once the war in Ukraine began, Moldova had proved that it can manage major crises and that it is a predictable and stable partner for the European Union.

The legislature will return for an extraordinary session between August 24 and 26, in order to examine draft laws related to the European agenda.

“We will reconvene, as there is a string of laws that we must vote on in parliament, so that they enter into force by September 1,” Grosu noted.

In the 2025 Enlargement Report published on November 4, 2025, the European Commission concluded that Moldova had recorded the highest annual progress among all candidate states. The report underscores that these results were achieved despite continued pressure, the energy crisis and attempts at destabilization from outside. The Commission reaffirmed its support through the 1.9 billion-euros economic growth plan for 2025–2027, meant for infrastructure and digitalization.
