Completion of negotiations with European Union by 2028 priority in new Moldovan cabinet's activity programme

Completing negotiations with the European Union by 2028 is a priority included in the activity programme of the new cabinet of ministers. The major goal of the new government will focus on preparing Moldova for accession and modernizing the legal and institutional framework by implementing the National Accession Programme 2025–2029, ensuring alignment with the European Union's acquis.

"The parliamentary elections from September 28, 2025, represented a defining moment for the European path of Moldova. The citizens confirmed their wish to continue this path, giving the new parliament a clear mandate in this regard. This decision outlines the strategic direction of the country for the coming decades—a direction of peace, prosperity and belonging to the European family," reads the activity programme of the new government, presented by Prime Minister-designate Alexandru Munteanu today.

Thus, the belonging to the big European family, a union of peace and prosperity, represents the clear and undeniable direction of the country, and after years of reforms and institutional consolidation, the mission of the new government is that the integration leads, even before actual accession, to tangible benefits for people—major investments for a competitive economy, well-paid jobs, accessible public services and a friendly state meets the real needs of the society.

At the same time, Moldova aims to strengthen political, institutional and technical dialogue with the European Union and its member states, in order to accelerate integration and the transfer of expertise. Another priority targets enhancing Moldova’s capacity to participate in decision-making processes, by developing human resources and the capabilities of central and local public administration aligned with European Union standards.

Also, the cabinet's actions will focus on leveraging the 1.9-billion-euros-worth support provided by the European Union through such actions as financing approximately 25,000 enterprises through state aid measures; stimulating investments of up to four billion euros, financing major infrastructure projects including 20 industrial, ecological, and technological parks, logistics hubs and transport infrastructure.

Moldova on September 22, in Brussels completed the bilateral screening process which begun in July 2024, as part of the European integration process. During the exercise, public institution experts analyzed over 100,000 pages of national legislation compared to the European Union’s one.

In the process of aligning with European Union norms and standards, the Moldova has already started to benefit from unprecedented development funds, access to European systems, like the Single Euro Payments System, the elimination of roaming charges starting from 2026 and participation in numerous sectoral programmes.
