PM-designate presents activity programme of new Moldova's government

Prime Minister-designate Alexandru Munteanu today made public the activity programme of the new cabinet of ministers, titled EU, Peace, Development. The document presents the country's development vision for the upcoming years and the priorities for the main areas of work.

The programme stipulates that Moldova is now stepping into a phase of deep transformation, aimed at completing the process of European integration.

"After years of reforms and institutional consolidation, the mission of the new government is for integration to bring, even before actual accession, concrete benefits for people - major investments for a competitive economy, well-paid jobs, accessible public services and a friendly state which meets the real needs of society," the document reads.

According to the cited source, the European integration represents a historical opportunity for Moldova to fully capitalize on its human, economic and cultural potential. This process must mark the transition from promises to results, by bringing coherence into development policies and responsibility in resources’ utilization.

The programme also reads that "hundreds and even thousands of actions are to be undertaken during this mandate," in which "the government will be guided by the commitments already assumed through national strategies, programmes and development plans, the agenda of reforms and European integration, as well as the programme "EU 2028" supported by the majority of citizens."

To ensure effective governance, the new cabinet is set to modernize public administration at the central and local levels, continue the process of amalgamation of local public administration, modernize public services, consolidate cybersecurity and strengthen critical IT infrastructure.

In the process of European integration, priorities will be the completion of negotiations with the European Union by 2028, preparing Moldova for accession; modernization and Europeanization of the legal and institutional framework by implementing the National Accession Programme 2025–2029, ensuring alignment with the EU acquis and strengthening institutional capacities for its enforcement; strengthening political, institutional and technical dialogue with the European Union and member states, in order to accelerate integration and expertise transfer.

"Belonging to the great European family, a union of peace and prosperity, represents the clear and undeniable direction of our country and the will of the citizens which we have an obligation to implement," the document reads.

Economically, the new cabinet will focus, in particular, on increasing the value of domestic products and services exported to at least 50 per cent of the Gross Domestic Product (GDP) and capitalizing on the 1.9 billion-euros growth plan through such actions as: funding about 25,000 enterprises through state aid measures, stimulating investments of up to 4 billion euros, financing major infrastructure projects, including 20 industrial, ecological and technology parks, logistics hubs, transport infrastructure.

At the same time, the government's actions will be directed towards gradually increasing the minimum salary to at least 10,000 lei and the average salary to at least 25,000 lei, as well as the continuous increase of pensions.

In the coming years, a priority for Moldova will be full interconnection with the EU energy market, including through the completion of the Chisinau - Vulcanesti power lines, construction of the Suceava – Balti power line, advancement of the Gutinas – Straseni and Dnevstrovsk - Balti power lines.

Authorities also plan to continue and develop the European Village and European Yard programmes with investments of at least 9 billion lei in communities from all over Moldova; modernization of up to 3,000 km of national and regional roads; commencement of the construction of four bridges over the Prut and completion of the Ungheni-Ungheni bridge; modernization of airport infrastructure through terminal reconstruction and rehabilitation of Chisinau-based Eugen Doga International Airport’s runway.

The new government also aims to invest at least 6 billion lei in kindergartens, schools and universities, doubling scholarships for pupils and students, modernizing hospitals, planting up to 60,000 hectares of forest by 2029, facilitating exports to the EU market for Moldovan farmers, directing at least 30 per cent of agricultural funds for retooling and processing.

In the justice field, priorities focus on completing the extraordinary evaluation of the integrity of judges and prosecutors by the end of December 2026, improving the system for investigating and judging corruption cases, continuing anti-corruption measures.

"The citizens of Moldova expect justice that serves the law, not illegitimate interests, a justice system in which each person, regardless of position, influence, or wealth, answers to the same rules. The rule of law must become the foundation of trust between the state and society and the integrity of the justice act - the guarantee of a functional democracy. Also, advancing reforms in the justice sector is crucial for Moldova’s accession to the European Union and for strengthening the rule of law," the programme reads.

Special attention will be paid to the field of culture, priorities in this regard being the expansion of the Cultural Voucher programme for young people aged 16-18 and for the elderly, enhancing measures to protect, rehabilitate and capitalize on cultural and natural heritage, supporting native cinematography, advancing construction and repair of the facilities of the National Philharmonic, Chisinau Circus and Cultural Center Universul.

The country’s reintegration is a national priority and a responsibility towards all citizens Moldova, as stipulated in the new programme.

"Through coherent and people-oriented policies, we commit to building trust, maintaining peace and stability and providing the residents on the left bank of the Dniester with access to quality public services and equal opportunities. At the same time, we will ensure that the benefits of Moldova's rapprochement with the European Union are enjoyed by citizens and companies in the Transnistrian region," the document reveals.

Simultaneously, the Moldovan government will aim to strengthen bilateral strategic partnerships, deepen relations with neighbors, EU member countries and the entire Euro-Atlantic space, as well as priority regions in Central, Southeast Asia and the Middle East, in order to support economic development and fortify security.

The defense domain outlines such priorities s strengthening national resilience and security culture by promoting defense spirit; enhancing the attractiveness of military service by improving working conditions, consolidating social guarantees, and promoting an attractive military career; gradual integration into the European security architecture by harmonizing the regulatory framework, adopting common standards and actively engaging in European initiatives within the Common Security and Defense Policy.

Also today, Prime Minister-designate Alexandru Munteanu presented his entire governmental team with which he will go to parliament to seek the MPs’ confidence vote.

Parliament Speaker Igor Grosu on October 27 said that the new government might be heard and voted in the legislature on October 31.
