ENEMO Observation Mission: Parliamentary elections took place in a polarized environment amidst persistent misinformation with foreign influences and other hybrid threats

The parliamentary elections took place in a polarized environment amidst persistent misinformation with foreign influences and other hybrid threats aimed at shaping public narratives. These findings were made by Dritan Taull, head of the observation mission of the European Network of Election Monitoring Organizations (ENEMO), at a press conference.

The head of the mission, Dritan Taulla, emphasized that the observer team was composed of six accredited experts deployed in Chișinău. They began their observation mission at the beginning of August.

“The mission aimed to enhance the transparency of the electoral process and assess its integrity, the compliance with the international obligations of the Republic of Moldova, the standards for democratic elections, and the national legal framework. Thus, the mission representatives analyzed how previous recommendations made by international and national observers are applied. During the electoral period, mission members held over 110 meetings with authorities, electoral bodies, parties and candidates, civil society, media, and international partners,” said Dritan Taulla.

Following the observation processes, the mission found that, “despite significant legislative changes and proactive actions by the authorities, hostile operations, in some cases, exceeded institutional responses.”

“The electoral campaign was active and competitive but extremely polarized, with negative messages, personal attacks, and mutual accusations of corruption, foreign influence, and abuse of power. Disinformation included narratives questioning the country's European path, portraying opponents as controlled from abroad, and spreading false statements about economic and security policies. Some candidates engaged in negative campaigning. Moreover, ENEMO observed political advocacy activities by entities not registered as candidates,” the mission report states.

ENEMO also highlighted that the electoral authority managed the elections efficiently, meeting the established deadlines, despite limited human resources.

The final ENEMO report, to be published approximately two months after the elections, will include recommendations for improving electoral processes.

The mission brings together 22 member organizations from 18 countries in Central and Eastern Europe and Central Asia, aiming to promote democracy and electoral transparency. It relies on international standards and the host country's legislation to assess the fairness of electoral processes.

 ENEMO aims to enhance electoral transparency, promote respect for fundamental rights, and hold state authorities accountable. Through its reports, the organization provides recommendations for addressing deficiencies identified in an election so that they are corrected by the next one, thus contributing to strengthening democracy and citizens' confidence in elections.
