CEC President: Parliamentary elections conducted in free way without major incidents

The parliamentary elections were conducted in a free manner, without major incidents. 1.6 million citizens participated in the voting process, which represents over 52% of voters. These details were presented today by President of the Central Electoral Commission (CEC) Angelica Caraman during a press conference where the preliminary results of the parliamentary elections were presented.

The CEC leadership emphasized that the Republic of Moldova has gone through a decisive moment for its democratic future - elections for the position of deputy in the Parliament of the Republic of Moldova.

“Thank you to all the citizens who chose to exercise their constitutional right to vote. Whether you voted in your hometown, elsewhere in the country, or thousands of kilometers away in the diaspora, every vote cast represents proof of civic responsibility and respect for democracy. These elections were held in a complex context, marked by challenges and threats to the rule of law. By applying the law, with the prompt response of institutions and transparent communication with citizens and society, we ensured that the elections on September 28 were held in legal and safe conditions,” said Angelica Caraman.

According to preliminary data, over 1,608,000 voters turned out at the polling stations, representing 52.2% of the voters included on the electoral lists.

“In the country, the highest turnout was recorded in Criuleni district - 50.85% of eligible voters. The lowest turnout was recorded in Cantemir district, where participation was 37.52%. In Chișinău municipality, 375,533 people or 54.72% of voters included on the electoral lists voted. In the voting stations open for citizens residing in the localities on the left bank of the Dniester, 12,266 voters cast their votes. Over 280,000 voters cast their ballots in the polling stations abroad,” stated Angelica Caraman.

The voter profile is as follows: 53.17% of the voters on election day were women and 46.83% were men. Additionally, 9.7% were aged between 18 and 25 years; 17.0% - 26-35 years; 23.0% - 36-45 years; 17.8% - 46-55 years; 15.3% - 56-65 years; 12.3% - 66-75 years and 4.7% were voters over 76 years old.

“As of now, 99.91% of the protocols compiled by the electoral offices of the polling stations have been processed. The receipt of the last two protocols for counting the correspondence votes is awaited. The last polling stations, established in the USA: Sacramento, Seattle, Glendale, and Las Vegas, as well as in Vancouver, Canada, closed this morning at 7:00 AM, Moldovan time,” added Angelica Caraman.

According to data from the General Inspectorate of Police, 236 electoral process violations were registered throughout the election day, including photographing the ballot, prohibited electoral agitation, damage to ballots and removing them from polling stations, unauthorized electoral postings, organized transportation of voters, reasonable suspicion of voter bribery, violation of the right to vote, impeding the activity of the electoral body.

“In the case of the political party ‘MOLDOVA MARE’, following the cancellation of the registration by the CEC of the electoral competitor and the candidates for the deputy position from this political formation, the lower electoral bodies applied the stamp with the mention ‘Withdrawn’ in its right on the protocols regarding the vote counting results. Also, the ballots with the stamp ‘Voted’, applied in front of the 'MOLDOVA MARE' political party, were declared invalid,” highlighted the CEC President.

The presented information is of a preliminary nature, pending the receipt by the CEC of the original electoral documents.

“The constituency electoral councils have 48 hours after the closing of polling stations to submit the protocol regarding the aggregation of election results by constituency. Subsequently, the CEC will centralize the voting results. The report and protocol with the voting results nationwide are presented to the Constitutional Court,” emphasized Angelica Caraman.

Within 10 days from receiving these documents, but no sooner than the final resolution by the electoral bodies and courts of appeals filed according to established procedures, the Constitutional Court confirms or rejects the legality of the election. Simultaneously, the Court validates, through a decision, the mandates of the elected deputies and confirms the lists of supplementary candidates.

The Constitution of the Republic of Moldova stipulates that the Parliament is composed of 101 deputies, elected by universal, equal, direct, secret, and freely expressed vote, for a four-year term. Only those electoral competitors who surpass the threshold - 5% for parties, 7% for blocs, and 2% for independents - are eligible for the allocation of the 101 mandates. These are assigned according to the d'Hondt method, which involves dividing the votes obtained by a series of natural numbers, mandates being allocated based on the largest results.
