Moldovan Central Electoral Commission confirms parliamentary elections' validity, announces preliminary results

According to preliminary data, by 21:00, 1,596,530 voters had turned out, accounting to about 52 per cent of the total registered voters. According to the Electoral Code, the elections are considered valid, and the vote counting has begun. The president of the central Electoral Commission (CEC), Angelica Caraman, has made statements to this effect.

“Each ballot with an expressed option is more than a right exercised. It is evidence of responsible involvement and civic engagement. Through today’s vote, Moldovans have shown that democracy is alive and that the future of this country is in the hands of its people,” said Caraman.

The CEC head thanked the citizens of Moldova, both in the country and in the Diaspora, for participating in the election.

“Regardless of age, gender, ethnicity, social status, or the country where they stay, voters have shown today that they care about the future of Moldova,” she said.

Caraman also expressed gratitude to the over 24,000 election officials, who worked continuously from the early hours of the morning.

Voter Turnout and Election Validation

According to preliminary data, by 21:00, 1,596,530 voters had turned out, representing approximately 52 per cent of the total registered voters.

“According to the Electoral Code, the elections are considered valid if at least one-third of the voters participate. Under these conditions, the CEC confirms the validity of the election,” Caraman noted. She specified that the participation was comparable to previous elections and showed a high level of civic responsibility.

Vote Counting Procedure

The CEC President informed that the vote-counting procedure had started in all polling stations of Moldova.

“It is an extremely important phase, carried out with maximum rigor and accuracy, in strict accordance with the provisions of the Electoral Code. Each vote is checked, every ballot is carefully counted. No vote will be ignored,” Caraman emphasized.

She explained that the official reports would be transmitted through the State Automated Information System – Elections, a secure platform that makes the data public shortly after the polling stations close.

“This mechanism guarantees us a quick, correct and transparent process that accurately reflects the voters' will,” said the CEC head.

Status of Polling Stations Abroad

Caraman informed that all polling stations in the country had concluded their activities by 21:00, without major incidents or interruptions. However, the electoral process continues in the Diaspora.

“Polling stations in Western Europe and on the American continent stay open. After they close, as well as after receiving postal votes, the counting of ballots from abroad will begin,” she stated.

Call to Parties and Electoral Competitors

The CEC head addressed a message of responsibility to the parties and candidates involved in the election.

“We make a call to all electoral competitors to wait for the completion of the vote counting and results summarization process. In case there are suspicions regarding possible irregularities, we urge them to use the legal mechanisms available. Only in this way, we can protect the integrity of the electoral process,” said Caraman.

She added that constituency electoral councils had 48 hours to transmit the official reports with the results, after which the CEC will announce the final results in the coming days.

Preliminary Results and Next Steps

Angelica Caraman specified that the results presented on the evening of September 28 were preliminary and that the official record would be presented on September 29 at 10:00, at a briefing.

“The CEC assures you that every vote will be counted with the same care and responsibility with which it was expressed. The results we will announce will accurately reflect the will of the people. Moldova has shown today that it is a country where democracy is respected, and its citizens are actively involved in building the future,” concluded the CEC president.
