Harvard Business School graduate and investor in major Moldovan companies: Profile of PAS candidate for Prime Minister, Vasile Tofan
Vasile Tofan, nominated by the Action and Solidarity Party (PAS) for the position of prime minister, is 44 years old and an investor, entrepreneur, and financier with experience gained in the Republic of Moldova, Europe, and the United States of America. He has been working for many years in the field of private equity investments and is one of the managers involved in major development projects of companies in the region.
Since 2012, the PAS candidate has served as a senior partner and member of the Investment Committee of the Horizon Capital investment fund. The fund manages investments in Central and Eastern Europe, with a focus on the Republic of Moldova and Ukraine, administering assets of approximately 1.6 billion dollars.
In this capacity, Vasile Tofan has coordinated investments in major companies in the region, including the wine producer Purcari Wineries, a commercial bank, as well as other companies in sectors such as technology, industry, and services. He has also been a member of the board of one of the largest private financial institutions in the Republic of Moldova.
Before working in the investment field, Vasile Tofan gained experience in consulting and corporate management. He worked at Royal Philips in Amsterdam, where he held the position of senior manager for corporate strategy and alliances, and earlier he was a management consultant at Monitor Deloitte, the former Monitor Group.
An important stage in his career was launching a start-up in the field of medical technology in the United States. Vasile Tofan founded the company Ovia Health (formerly Ovuline), where he served as chief executive officer from 2010 to 2012.
The PAS candidate for prime minister studied at two prestigious international institutions. He completed the Master of Business Administration (MBA) program at Harvard Business School with distinction and holds bachelor’s and master’s degrees in public management from Erasmus University Rotterdam.
Besides his professional activity, Vasile Tofan is also involved in civic projects and in the development of the entrepreneurial environment. He is a member of the boards of organizations such as the American Chamber of Commerce in Moldova (AmCham), the "Startup Moldova" Foundation, and the NGO Media Alternativa. Vasile Tofan speaks fluent Romanian, English, French, Dutch and Russian.
After being nominated by PAS for the position of prime minister, Tofan said he sees this responsibility as “a great honor” but also a challenge, emphasizing that his priority is continuing the European path of the Republic of Moldova.
“Objective number one is to complete EU integration and in 2028 to sign,” said Vasile Tofan.
Vasile Tofan is part of the group of 28 entrepreneurs who launched the civic movement “Europe 2028.” The initiative aims to support the process of European integration of the Republic of Moldova.
