DOC // Inmates to no longer be able to use mobile phones, internet in unauthorized way; regulation on blocking radio communications in penitentiaries published in Official Journal of Moldova

Inmates will no longer have access to mobile phones or internet in unauthorized way. This measure is enforced by setting special systems in all penitentiary institutions, meant to block radioactive communication signals and access to data networks. The regulation concerning the creation and use of a system of blocking or controlled interruption of radio communications within the perimeters of penitentiary institutions was published in the Official Journal on August 30, 2025.

According to the regulation, the use of unauthorized mobile phones and internet connections is prohibited in penitentiaries. Detection and signal blocking systems will be installed, in order to prevent any unauthorized communication. The technology is meant not to affect communication networks outside the perimeter of prisons.

The decision aims to strengthen prison security and prevent offenses carried out from inside, such as telephone fraud, witnesses’ intimidation or coordinating criminal activities. Justice Minister Veronica Mihailov-Moraru emphasized that ‘’these measures are necessary for enhancing prisons’ security and protecting society.’’

The measure aligns with international trends in managing communications in the penitentiary environment, where unauthorized phones pose a significant risk source.

In Moldova, implementing this regulation could significantly reduce the number of  incidents organized from inside prisons and enhance the overall security level of the penitentiary system.
