
Latvia sets up new entry regulations for citizens without visa or residence permit
Latvia is introducing new entry regulations for citizens of third countries, including the Republic of Moldova, who do not hold a visa or residence permit issued by Latvian authorities. The measures will be applied starting from September 1, 2025.
According to the Ministry of Foreign Affairs (MFA), these rules have been introduced due to heightened security risks to Latvia, prompted by the war in Ukraine, with the aim of strengthening and enhancing the efficiency of state border monitoring.
Under the new regulations, individuals will be required to submit information at least 48 hours before entering Latvia, detailing the purpose of the trip (entry); the planned length and location of stay; travel route within Latvia; accommodation details (address or hotel); contact information (phone, email); elective positions held by the individual or their relatives; candidacy in elections; current or former status as a state or municipal official; service in the armed forces, special services, border guard, customs, or in internal, justice or foreign service.
Thus, the data will be submitted through http://eta.gov.lv. The person will receive an automatic confirmation at the specified email address. To enter Latvia, a person does not need to wait for a separate permit.
The new rules do not apply to citizens of the European Union, NATO, OECD, Switzerland, and Brazil. Additionally, exceptions are made for individuals with diplomatic immunities and privileges, as well as those on short-term official or technical missions.
