DOC // New rules for modernizing district heating systems in Chișinău and Bălți
Modernization works on the centralized district heating systems in the municipalities of Chișinău and Bălți may be carried out under a special legal framework after two laws declaring these investments to be of public utility and national interest were published in the Official Journal and entered into force.
The documents concern the implementation of the investment projects Optimization of the Centralized District Heating System in Chișinău and Heating System of Bălți (CET-Nord), Phase II.
The new provisions seek to eliminate legal obstacles and establish a mechanism allowing the modernization of collective heating systems in residential buildings. Thus, a special legal regime, limited in scope and duration, will be established to enable the modernization of internal heat distribution systems and the installation of individual heating substations.
The application of the special easement will be strictly limited to the works provided for in the projects and will be carried out in compliance with the principles of necessity, proportionality, and minimal interference with property rights.
The project to modernize Chișinău’s district heating system provides for the rehabilitation of infrastructure in 1,700 residential buildings, while the investments planned in Bălți target 296 buildings.
Both projects are financed from external sources, including through the European Bank for Reconstruction and Development and other international development partners.
