VIDEO // State institutions to accelerate measures to strengthen cybersecurity; Moldovan PM says main goal to rebuild citizens’ trust in digital state

State institutions will accelerate measures to address vulnerabilities, strengthen cybersecurity and restore public services following attacks on the state’s digital infrastructure. Prime Minister Vasile Tofan today made statements to this effect. He called on the competent institutions to act in a coordinated manner and emphasized that “the main goal is to rebuild citizens’ trust in the digital state.”

The official visited the Electronic Governance Agency (AGE) today, as leadership responsibilities were transferred from Nicoleta Colomeet to Artiom Cociu.

“I asked to join us also our colleagues from STISC (Information Technology and Cyber Security Service), ASC (Cyber Security Agency), ASP (Public Services Agency) and other institutions that jointly maintain the state’s digital infrastructure. My message was simple: we have lost some of people’s trust, and now we must rebuild it. This is not the time to spend our energy looking for someone to blame. Responsibilities will be clarified separately. Our priority now is to fix things—to close vulnerabilities, safely restore services and better prepare for future attacks. In recent days, the teams from these institutions have worked almost nonstop, under difficult conditions, sometimes with fewer resources and less advanced technologies than those used against us. I thank them for their efforts and for keeping the systems operational while working to restore the services,” Vasile Tofan said.

The prime minister emphasized that, in parallel, structural changes were needed to improve governance, clarify responsibilities, strengthen the security architecture, and provide access to state-of-the-art technologies.

“From now on, all institutions must work in the same direction, as a single team. We need to make structural changes: better governance, clear responsibilities, a stronger security architecture and access to state-of-the-art technologies. Attacks are already using artificial intelligence. And a powerful AI can only be countered with an even better AI. We have a lot to repair. But the most important thing we need to rebuild is people’s trust in the digital state,” Vasile Tofan emphasized.

AGE today said that 61 digital public services had been restored and can be accessed through the www.evo.gov.md portal, while another 21 remain temporarily unavailable following the cyberattack on the governmental infrastructure. The institution noted that the remaining services would be restored gradually, after security checks are completed.

A massive cyberattack targeted the government’s digital infrastructure during October 19-23, this year. Hackers extracted the personal data of more than 750,000 citizens. The authorities assured the public that no unauthorized changes had been made to the state registers and that bank card data had not been compromised.
