Moldova to be able to provide humanitarian assistance, development to third countries based on European law

Moldova will strengthen its position in international assistance policy by adopting a new legal framework. The parliament has approved a law regulating how the state will provide aid to third countries and participate in international humanitarian efforts.

The law was developed by the Ministry of Foreign Affairs, in accordance with the commitments made by Moldova in the process of joining the European Union.

The new legislative framework defines the principles, goals and implementation mechanisms of Moldova's foreign development and humanitarian assistance policy. It is the first time the country will have a clear legal basis for providing official aid to third countries, thus aligning with European standards.

The implementation of actions will be conducted in two ways: directly, through coordination by the Ministry of Foreign Affairs and indirectly, through grants, voluntary contributions or budgetary support, based on financing agreements or ministerial decisions.

The Ministry of Foreign Affairs will propose priority directions, coordinate efforts and manage the financial resources dedicated to these purposes.

The law will come into effect on January 1, 2026.
