State of alert to be regulated by law in Moldova

The MPs today approved, in the first reading, a draft law which regards the integrated management of crisis situations.

The initiative comes on behalf of a group of parliamentarians of the Action and Solidarity Party (PAS) and was presented in plenum by Lilian Carp.

The document seeks to align the country with international standards in the field, in the context of the commitments made through the Association Agreement with the European Union.

The draft's goal is to create a unified national crisis management system, ensuring the efficient coordination of actions in case of major emergencies by establishing a coherent legislative framework.

Among the main provisions, there are: the creation of the National Crisis Management Center, under the prime minister's authority; the establishment of the National Crisis Management Commission as a governmental decision-making body; the creation of the national risks’ register and operational coordination centers; the introduction of the state of alert regime, which allows for the temporary enforcement of restrictive measures; the integration of private institutions and NGOs in all phases of crisis management.

The document also provides for the development of the National Crisis Management Plan, which will become mandatory for all involved institutions.

At the same time, the entire intervention will be clearly regulated: from prevention and preparation, to response, recovery and post-crisis analysis.
