Moldovans who worked abroad can apply to National Social Insurance House for pensions, other social benefits

Moldovan citizens who have worked or are officially working abroad can contact the National Social Insurance House (CNAS) to apply for retirement benefits or other social benefits. These provisions will be enforced based on international social security agreements signed by Moldova with other states.

Contacted by the agency, the head of the CNAS Information and Communication Directorate, Petru Socolan, said that citizens are encouraged to schedule online, in order to benefit from consultations.

“Through online scheduling, you can request information about awarding social benefits based on international agreements. At the same time, you can submit the necessary applications and documents to get social benefits. Also, life certificates can be authenticated and certificates regarding applicable legislation (in the case of overseas assignments) can be issued. Moreover, citizens can also benefit from other services related to the implementation of the agreements,” said Petru Socolan.

Scheduling can be made on the official government platform https://servicii.gov.md/programare, in the “Directorate General of International Relations” section or on the CNAS website, under the “electronic services provided by CNAS,” “Online Appointment at CNAS” service.

About 3,300 Moldovans who currently residing abroad benefit from pensions based on international social security agreements signed by Moldova with other states. According to official data from January 1, 2025, pension beneficiaries offered based on Social Security Agreements are from Austria – 58, Belarus – 142, Belgium – 10, Bulgaria – 170, the Czech Republic – 142, Estonia – 20, Germany – 1,143, Greece – 2, Italy – 1, Lithuania – 101, Latvia – 8, Poland – 18, Portugal – 62, Romania – 587, Turkey – 5, Hungary – 9 and Spain - 8.

“People can benefit from old-age pensions, pensions of disability caused by general illnesses, pensions and disability allowances because of work accidents or occupational diseases, as well as survivor’s pensions or other benefits, determined by the provisions of each agreement,” said Petru Socolan.

So far, Moldova has signed Social Security Agreements with 19 countries, 18 of which have entered into force and are applicable. It is about Social Security Agreements signed between Moldova and Romania, Bulgaria, Portugal, the Grand Duchy of Luxembourg, Austria, Estonia, Czech Republic, the Kingdom of Belgium, Poland, Hungary, Lithuania, Germany, Turkey, Belarus, Italy, Greece, Spain and Latvia.

In last March, an Agreement was signed between the government of Moldova and the government of France in the field of social security, and agreements with Canada, the Swiss Confederation, Ukraine and Slovakia are currently being negotiated.

Also, the first round of negotiations was held on the Social Security Agreement with Albania. Negotiations with Slovenia and Croatia are also expected to start.
