Public safety - priority at events: Parliament approved strict regulations

Parliament of the Republic of Moldova voted today in the second reading on a law intended to enhance safety at public events, ensuring the protection of participants and preventing incidents that may endanger life, health, or public order.

The new law establishes a clear framework for organizing cultural, artistic, sporting, entertainment events, exhibitions, and religious gatherings held outside places of worship. Events will be classified based on their risk level—low, medium, and high—and authorities will apply different measures for each category.

Organizers, public authorities, and security agents will have precise responsibilities, and participants will be obliged to follow their recommendations. For events with medium and high risk, organizers will have to provide security services and, if necessary, use video surveillance equipment.

The risk level will be determined by authorities based on several criteria: the estimated number of participants, type of location (open or closed), incident history, and level of conflict among participating groups.

For sports competitions, a national point of contact will be created within the General Inspectorate of Carabineer of the Ministry of Internal Affairs, to facilitate cooperation with public order structures at national and international levels. The law prohibits the presence of dangerous equipment and objects and regulates the behavior of participants in public spaces.

Furthermore, events aimed at calling for military aggression actions, inciting violence, undermining the national security or territorial integrity of the Republic of Moldova, as well as any action that could endanger public safety, are prohibited.
