Speaker announces parliamentary hearings on Vartic case
Speaker Igor Grosu spoke in extremely harsh terms about the tragedy in Hîncești involving former deputy head of the district Dumitru Vartic. During a TV show, the PAS leader admitted that this case caused a profound “shock” within the party and exposed serious deficiencies both at the level of state institutions and at the level of society.
“A harsh and very costly lesson”
Igor Grosu acknowledged that the party’s integrity filters could not have anticipated such behavior, emphasizing that in previous public and political interactions there had been no indication that might raise suspicions.
“We have discussed this very intensely internally, both with the team from Hîncești and at the national level. We condemn this horrible act. It is a harsh lesson for all of us, a very costly lesson,” Grosu said.
The official noted that although interactions with Vartic were frequent at public events, there had been no “symptom” or suspicion that might have revealed the cynicism he later displayed.
Administrative cynicism: a fine issued in the name of the deceased person
The Speaker expressed his horror at the details that emerged during the investigations, mentioning in particular the information that a fine was issued in the name of the deceased victim, using her identity post-mortem.
“I was shocked by the cynicism. To write the fine in the name of the deceased person... Here we have two shocks: the fact that someone uses the identity of a loved one at the moment of the tragedy, and the police officer who accepts such a way of operating. We have decided to hold hearings in Parliament on the platform of the Security and Public Order Committee and the Human Rights Committee. We must debate whether some public officials really believe they can handle such situations this way,” Grosu underlined.
Institutional failure and societal passivity
The official highlighted two major areas where the system failed:
State institutions: Grosu criticized the lack of reaction from medical and police institutions, which should have taken action on their own initiative much earlier in order to prevent the tragedy. He called for an in-depth investigation by the Prosecutor’s Office and the National Anticorruption Center (NAC).
Societal mentality: The official condemned the “bad habit” in Moldovan society of not intervening in other people’s family problems, considering this passivity extremely dangerous.
“Negligence or the attitude of ‘it’s not my business’ is very dangerous. You have to notice if someone is down or troubled – whether you are a neighbor, relative, or friend. We must communicate. Father, mother, grandparents – they all must be a circle of support,” Grosu explained, referring to the importance of communication within the family as the first barrier against tragedies.
Call for public pressure and parliamentary hearings
Igor Grosu concluded by calling for constant public pressure on investigative bodies to ensure a fair outcome in this case. The official reiterated that Parliament will closely monitor the progress of the investigation to ensure that all those who showed negligence or cynicism in exercising their public duties will be held accountable.
Vartic case remains a critical point on the public agenda, raising fundamental questions about how officials are selected in local administration and about the state’s ability to protect citizens from abuses of power.
Ludmila Vartic, a kindergarten educator in Hîncești, died after allegedly jumping from an apartment block in Chișinău on March 3 of this year. The woman is believed to have been subjected for many years to violence from her husband, Dumitru Vartic, who, at the time of his wife’s death, was serving as deputy head of Hîncești district.
The General Police Inspectorate has initiated two criminal proceedings in connection with the death of Ludmila Vartic. The first case concerns the circumstances of the woman’s death, while the second investigates the family situation. Dumitru Vartic has the status of suspect in the case of his wife’s alleged suicide and is subject to a travel ban.
