Moldova's General Police Inspectorate launched internal investigation into police officer who drew up report in name of deceased person

The General Police Inspectorate (IGP) has initiated an internal investigation after being notified about a case in which a police officer allegedly drew up a contravention report in the name of Ludmila Vartic, who was already deceased.

Contacted by MOLDPRES, police press officer Diana Fedco said that the institution had taken action on its own initiative immediately after being informed by the Rascani Police Inspectorate of the capital, following a verification of contravention records, when this situation was detected.

Police representatives emphasized that such disciplinary infringements were not tolerated, and the case had also been sent to the Prosecutor’s Office for examination under criminal law.

“We took action immediately after we were informed by the Rascani Police Inspectorate. The contravention records were seized and this fact was discovered,” Fedco specified.

At the same time, the authorities note that the exact circumstances of the case are to be established during the criminal investigation.

“Whether or not there was someone else in the car will be established during the criminal case, but the woman was certainly not in the vehicle, since her death had already occurred,” the cited source added.

At a today’s news briefing, Deputy Prosecutor General Sergiu Russu informed that the General Prosecutor’s Office was also investigating the legality of a contravention report drawn up in the name of Ludmila Vartic, a document that was allegedly issued on the very day of her death. The fine is said to have been applied in the capital, and Ludmila Vartic was not driving the car.

According to the cited source, a distinct element of the investigation concerns the contravention report drawn up in the name of Ludmila Vartic on March 3, 2026.

“According to the materials collected, on March 3, 2026, a contravention report was drawn up in the name of Ludmila Vartic, indicating a violation of road traffic rules regarding right of way, with the application of a fine,” Russu said.

Subsequently, prosecutors established that the vehicle was not driven by Vartic.

“Based on the evidence administered, it was established that the vehicle was not driven by Ludmila Vartic, but by another person,” the deputy Prosecutor General specified.

In addition, the signature on the report is to be subjected to expert examination.

The National Anticorruption Center has earlier opened a criminal case for forgery of public documents and investigations are ongoing.

Sergiu Russu also specified that the General Prosecutor’s Office was monitoring the investigation and coordinating procedural actions, in order to ensure the legality, impartiality and objectivity of the investigations.

Ludmila Vartic, a kindergarten teacher from Hancesti, died after allegedly jumping from an apartment block in Chisinau on March 3 of this year. The woman is said to have been subjected, for many years, to violence by her husband, Dumitru Vartic, who, at the time of his wife’s death, held the position of deputy president of the Hancesti district.

The General Police Inspectorate has initiated two criminal proceedings in connection with the death of Ludmila Vartic. The first case concerns the circumstances of the woman’s death, while the second investigates the family situation. Dumitru Vartic has the status of suspect in the case of his wife’s suicide and is banned from leaving the country.
