Moldova's local commissions for emergency situations to have right to announce quarantine territorially

Chisinau, 27 March /MOLDPRES/ - The quarantine regime in an administrative and territorial unit of the first level, Chisinau and Balti municipalities, Gagauz-Yeri Autonomous Territorial Unit, is established based on a decision by the local commission for emergency situations, the National Commission for Emergency Situations has reported.    
„The establishment of the quarantine regime in an administrative and territorial unit is decided in the situation when single (sporadic) cases of infection are registered, with the hitting of 1 per cent of the residents of the concerned administrative and territorial unit, on an incubation period (14 days for COVID-19),’’according to the 26 March instruction of Moldova’s Commission for Emergency Situations.     
The Health, Labour and Social Protection Ministry, Interior Ministry, Defence Ministry, Intelligence and Security Service, other authorities, if needed, provide support to local commissions for emergency situations  for the carrying out of the actions necessary.   
After the quarantine regime is established, the local authorities ensure the following measures: settlement’s isolation; issuance of permits for movement; ban of the entry/exit from the settlement, except for the people who carry out activities of providing the settlement with services (post, banking) and products (food, pharmaceutical, oil, sanitary and hygienic), as well as for the employees of the units from the agro-food sector; ceasing of the transport means’ movement, excepting the transit one and the transport for ensuring the settlement’s vitality; prohibition, with certain exceptions, of people’s presence outside the home and in public place, etc.     
The ceasing of the quarantine regime in the administrative and territorial unit of the first level, Chisinau and Balti municipalities, Gagauz-Yeri Autonomous Territorial Unit is made under decision by the local commission for emergency situations, if no new case of infection with COVID-19 is recorded on the concerned territory for a period of more than 14 days after the last case was declared over, by informing Moldova’s Commission for Emergency Situations in written form.
