Moldova withdraws from cultural agreement signed within Commonwealth of Independent States
Moldova is withdrawing from an agreement signed within the Commonwealth of Independent States (CIS), which concerns cooperation in the field of publishing, distribution and printing of books. The commission for foreign policy will propose to the parliament’s plenum that the document be denounced, as it is considered outdated and not adapted to the current context.
The withdrawal initiative was put forward by the Culture Ministry and Foreign Affairs Ministry (MAE), which argue that the agreement no longer corresponds to national interests nor to the development goals of the cultural and publishing sector of Moldova.
The authorities say that, in the context of the European integration process, Moldova is orienting its international cooperation towards European programmes and platforms, such as Horizon Europe and Creative Europe, which are considered more effective in supporting culture, education, research and creative industries.
It is also noted that geopolitical developments in the region have reduced the relevance of certain cooperation mechanisms within the CIS. Some provisions of the agreement, such as the exchange of publications in physical format, are considered costly and outdated in the current international context, including under the conditions generated by the war in Ukraine.
The agreement was signed by 12 former Soviet states in 1995. Its withdrawal is part of a broader process of reviewing treaties concluded within the CIS.
