Energy Minister: 2025 - turning point. Moldova decisively strengthened energy security
The year 2025 was a year of maturation for the energy sector and a turning point, with the Republic of Moldova succeeding in decisively strengthening its energy security. Our country is now more energy-secure, more connected to Europe, and better prepared for the future. Energy Minister Dorin Junghietu made the statements today. He presented the activity report for the year ending.
"We are ending 2025 in an extremely difficult regional context, but also with a clear conclusion: this year, the Republic of Moldova has decisively strengthened its energy security. We are not talking about promises, but about concrete results obtained in a short time in an extremely sensitive field, constantly subjected to external attacks and pressures. 2025 was not just a calendar year; it was a turning point. A year in which we moved from drafting and approving legislation to the implementation of concrete projects," said Dorin Junghietu.
The official emphasized that after years in which the energy system was fragile, dependent, and vulnerable to political blackmail, our country has reached a stage of maturity, where the state has tools, options, and the capacity to react quickly in crisis situations. Additionally, the authorities are already conducting major investment programs in infrastructure, energy efficiency, and renewable energy.
"Just a few years ago, the Republic of Moldova was almost entirely dependent on a single gas source, a single supplier, and a single supply corridor. Any external decision automatically turned into an internal crisis. Today, at the end of 2025, we can say with full responsibility that this period has been completely overcome. Moldova’s energy market is much more open, much better connected to European infrastructure, and most importantly, much safer. We have approved and implemented a comprehensive plan to strengthen energy independence, with the clear objective of eliminating dependence on energy resources from the Russian Federation. This objective has been consistently pursued through decisions, sometimes difficult but absolutely necessary," the minister said.
In terms of electricity supply, Dorin Junghietu emphasized that from January 2025, the right bank of the Dniester no longer purchases energy from MGRES, and consumption is covered by a balanced mix, being supplied from domestic production and imports from Romania and Ukraine, from approximately 12 sources, bilateral contracts, or the market. In this context, he stated that electricity produced on the left bank of the Dniester "is more expensive and not profitable at current gas prices," with 3 MW of gas being consumed to produce one MW of electricity.
Dorin Junghietu also added that due to continuous Russian Federation bombardments on Ukraine's energy infrastructure, the Republic of Moldova was forced to resort to emergency energy from Romania, which reacted "promptly and in solidarity" and "once again demonstrated that it is the pillar of energy security for the Republic of Moldova."
"Romania has once again demonstrated that it is the pillar of energy security for the Republic of Moldova. Our systems are interconnected, and energy solidarity has not remained just a declared principle. In the winter of 2025, against the backdrop of ongoing Russian Federation bombardments on Ukraine's energy infrastructure, the Republic of Moldova faced another energy security risk situation. We had to resort to an emergency mechanism, but we managed to overcome this crisis without energy interruptions, maintaining the stability of the national electricity system.
Romania promptly and in solidarity contributed significantly to balancing our energy system. For the first time, all four 110 kV electrical lines, Stânca-Costești, Țuțora-Ungheni, Huși-Cioara, and Fălciu-Cantemir, were put into operation, temporarily used to prevent the onset of an energy crisis," said Minister Junghietu.
At the same time, Romania remains Moldova’s main partner in the natural gas sector, says the Energy Chief. Thus, through the company Energocom, Moldova purchases gas from European exchanges and through medium and long-term contracts, ensuring predictability, stability, and protection for consumers. According to the minister, the Iași-Ungheni-Chişinău gas pipeline operates at full capacity and represents the basis of our security in the gas sector.
Moreover, the integration of the Republic of Moldova into the Vertical Gas Corridor offers us access to alternative sources from the Caspian region and liquefied gas from Greece and even from the USA.
Regarding energy infrastructure, Dorin Junghietu communicated that the Vulcănești-Chișinău Energy Independence Line is today close to being commissioned, with testing stages to begin. In parallel, the Bălti-Suceava and Strășeni-Gutinaș projects are advancing, which will increase cross-border exchange capacity and strengthen our country's integration into the European energy market.
The year 2025 was also the year of accelerating the green transition, asserts Dorin Junghietu.
"We are close to the threshold of 1,000 MW of generating capacity from renewable sources. In April, we reached a national record. 36% of electricity consumption was covered from local renewable sources, and at times consumption was practically entirely covered. We organized competitive tenders for new renewable capacities and created a stable framework for investments, including with clear and transparent rules for developers," specified Dorin Junghietu.
Another priority area highlighted by the Energy Minister is energy efficiency, which can bring lower bills for citizens.
"We have started the modernization of schools, hospitals, residential blocks, and heating systems. Moldova has committed to energetically upgrading annually 0.8% of the country's building area. In the coming years, over 100 blocks and 1,500 houses are expected to be rehabilitated, with a total investment of over 1.6 billion lei," explained the official.
The progress achieved by the Republic of Moldova in 2025 has been appreciated by the European Energy Community, which remarked on the accelerated pace of reforms, the functionality of the market, and the concrete steps taken by the Republic of Moldova towards full integration into the European energy market, said Dorin Junghietu.
"For the second consecutive year, Moldova is the energy community leader in implementing European legislation. At the same time, Moldova has been commended by the European Commission for the progress in the energy field," concluded Dorin Junghietu.
