Message to Moldova's public authorities on absolute unacceptability, “Zero Tolerance” for arbitrary detention, extralegal transfers

In the context of the national authorities’ efforts to ensure the effective execution of judgments of the European Court of Human Rights, particularly the ones delivered in cases against Moldova under the enhanced supervision of the Committee of Ministers of the Council of Europe and concerning the extralegal transfer of foreign nationals, Veronica Rosca, head of the parliament’s legal commission for appointments and immunities, addressed all state institutions, especially the Intelligence and Security Service, in order to prevent the recurrence of such situations.

Arbitrary detention and extrajudicial transfers are absolutely unacceptable, and the principle of zero tolerance must be applied to such practices. Veronica Rosca also conveyed a clear message regarding the inadmissibility of exerting any form of undue influence on the Intelligence and Security Service of Moldova.

Any form of future international cooperation, including cooperation with the intelligence services of other states, must be conducted in strict compliance with national legislation and the state’s human rights obligations enshrined in the European Convention on Human Rights.
