Government announces new appointments to State Tax Service, APP, CNAM, AIPA

Today the Government appointed new heads to several key state institutions: the State Tax Service, the Public Property Agency, the National Health Insurance Company and the Agency for Intervention and Payments in Agriculture. In some cases, this also involves the rotation of managers who have demonstrated that they can deliver results. According to the Prime Minister, the Government aims to bring experience, energy, and good practices where they are most needed and to inject new momentum into key institutions.



Elena Țîbîrnă appointed head of the State Tax Service

Elena Țîbîrnă has been proposed to lead the State Tax Service. She worked for 25 years in the National Social Insurance House system, where she began as a specialist in 1997. As director of the National Social Insurance House, Elena Țîbîrnă managed more than 50 billion lei and one of the state’s most complex systems—the social insurance system, which serves nearly 800,000 people. Prime Minister Vasile Tofan emphasized that Elena Țîbîrnă also has extensive practical knowledge of accounting, including how tax obligations are reflected in a company’s day-to-day operations. This experience gives her the authority and skills needed to transform the Tax Service into a partner for honest businesspeople, as well as an effective instrument for combating tax evasion.

Olga Golban will continue her work at the State Tax Service as deputy director. The Prime Minister thanked her for the work and responsibility with which she led the institution, noting that Olga Golban is a strong manager who knows the tax system and its fiscal and accounting mechanisms very well from the inside. The head of the Executive noted that continuity is also needed, especially in an institution so important to the country’s budget.



Ion Dodon appointed head of the Public Property Agency

Ion Dodon has been proposed to lead the Public Property Agency. The Prime Minister explained that the agency manages a complex and valuable portfolio and needs a meticulous and honest, yet courageous leader capable of implementing a complex restructuring process. As director of the National Health Insurance Company, Ion Dodon managed approximately 20 billion lei annually and was responsible for a system that insures and protects almost the entire population of the Republic of Moldova. According to the Prime Minister, Ion Dodon has the vigilance and rigor necessary to manage the Public Property Agency and to correctly and cautiously implement an economic vision focused on increasing the value of state assets.



Andrei Uncuță appointed head of the National Health Insurance Company

Andrei Uncuță has been proposed for the position of director of the National Health Insurance Company. The head of Government noted that the company needs a leader who knows the healthcare system in practice and has the necessary management experience. Andrei Uncuță led the country’s largest hospital, where more than 35,000 patients are treated annually. He holds a doctorate in medical sciences and is a neurologist with extensive professional expertise and long experience in decision-making positions. The Prime Minister emphasized that Andrei Uncuță led the hospital during its most difficult period—the pandemic—and expressed confidence that he will ensure a balance between system stability and the necessary structural changes.



Radu Musteață appointed head of AIPA

Radu Musteață has been proposed to lead the Agency for Intervention and Payments in Agriculture. AIPA administers an annual budget of more than 2 billion lei and provides the most important funding for the agricultural sector. Prime Minister Tofan noted that the institution needs a leader with the professionalism and courage to distribute funds in a targeted and fair manner, so that agriculture becomes competitive and generates high added value, while public money is spent responsibly. According to the Prime Minister, as head of the National Food Safety Agency, Radu Musteață demonstrated that he knows how to restore order where necessary, puts integrity and the interests of citizens first, and has the ability to modernize an institution, make it more efficient, and increase public trust in its role.

Prime Minister Vasile Tofan explained that some managers are being transferred to other institutions because they achieved very good results in their previous positions, and the Government wants them to apply the same energy to transforming other important institutions. These high-performing managers are being given new tasks and areas of responsibility, where their accumulated experience will help accelerate change. He noted that the rotation of managers is a practice used in developed countries precisely to bring in new energy, implement best practices, and provide a comprehensive, systemic perspective based on experience in multiple fields.
