Open Government Action Plan 2026–2028: Parliament Secretariat and civil society discussed future commitments
Representatives of the Parliament Secretariat and civil society gathered for a co-creation session to formulate new commitments in the areas of transparency, public participation, communication and accountability. The event, organized in partnership with Promo-LEX Association, took place in the context of developing the Open Government Action Plan 2026–2028.
The commitments under the Open Parliament initiative build on existing mechanisms and practices and seek to strengthen them through new measures aimed at increasing transparency, facilitating public participation, and improving communication with citizens.
“The beauty of this mechanism is that both the development of the plan and its implementation and monitoring take place in partnership. It is a highly constructive format for dialogue, allowing us to focus on priorities related to transparency and encouraging public participation in the decision-making process—fundamental elements of democracy,” MP Ana Calinici said.
“An open parliament means, first and foremost, transparency and accessibility. It means an institution that feels the pulse of society and responds to its needs. This Parliament is one committed to European integration, and we have a clearly defined objective and obligation to ensure this openness,” Parliament Secretary General Victor Agrici said.
The co-creation session addressed topics such as ensuring the traceability of the legislative process, access to open and reusable data, strengthening regional communication, and organizing citizens’ assemblies. Civil society representatives presented proposals for improving these areas, which will be examined and reflected in the commitments undertaken through the Open Parliament initiative.
The Open Government Action Plan 2026–2028 is currently being developed, and the Parliament will participate in this initiative for the first time. Additional working sessions will be organized in the coming period to finalize the commitments.
