External assistance provided to Moldova in 2025: key results and areas of support
Support from external development partners contributed in 2025 to the implementation of projects and reforms in areas such as energy, the economy, education, infrastructure, agriculture, justice, and social protection. The data are included in the annual report on external assistance in 2025.
Reported results include the digitalization of 88 public services, the creation of 719 jobs, the implementation of 58 agricultural investment projects, and the modernization of more than 125 km of road and railway infrastructure. At the same time, external support contributed to the rehabilitation of schools, the development of irrigation systems, and assistance for households vulnerable to energy poverty.
In 2025, actual disbursements amounted to EUR 1.44 billion. In terms of the financing instruments used, external assistance was channeled through various mechanisms: concessional loans, grants, technical assistance, budget support, and macro-financial assistance. This structure reflects the central role of international financial institutions, which operate predominantly through concessional lending instruments, alongside direct support provided to the state budget to strengthen institutional capacity and implement reforms.
According to disbursements, the main external development partners were the European Union, the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the French Development Agency, and the Council of Europe Development Bank. Their contributions supported large-scale projects in areas such as transport, infrastructure, the environment, healthcare, and education.
In bilateral cooperation, alongside Germany and Romania, other partners such as the United States, Sweden, and Norway also made significant contributions focused on areas including governance, security, social protection, and civil society. The largest share of assistance was directed to the energy sector, followed by the economy. Significant resources were also allocated to education, defense, internal affairs, justice, and good governance.
To increase the effective use of external assistance, the authorities aim to improve the preparation and implementation of projects, strengthen their monitoring, and develop the capacities of management teams at the central, local, and regional levels.
