
Agreement for Moldova's Growth Plan ratified by parliament
Agreement for Moldova's Growth Plan - an unprecedented financial aid offered by the European Union for the country's development and improving the standard of living for citizens has been ratified by Parliament. Prime Minister Dorin Recean noted that the Agreement, signed on May 9, 2025 between our country and the European Union confirms the trust that European partners have in the Republic of Moldova.
'We are seen as a state prepared to become a full member of the European family. It is the first time that the Republic of Moldova will make so many investments in such a short period, possible only thanks to the EU and our friends. This is what joining the EU means - we are already becoming a European state, not just geographically,' said Prime Minister Dorin Recean.
The Prime Minister mentioned that through the Growth Plan, the Republic of Moldova would benefit from a financial package of 1.9 billion euros: 400 million euros in grants - free aid from the EU, money that does not need to be repaid, and 1.5 billion euros in loans on advantageous terms. The repayment period is very long - 40 years, with the first 10 years being a grace period, during which the Republic of Moldova does not repay any of the loans.
'Those who criticize and spread lies about this financial package do not want, in fact, for Moldova to receive money for development. They want to keep citizens in the gray area of poverty. Especially since we have among the lowest public debt in all of Europe. We want to develop Moldova, and we are doing it correctly. We will have European living conditions: roads, infrastructure, well-paid jobs, kindergartens, schools, modern hospitals,' the Prime Minister emphasized.
The Growth Plan has two key components: reforms and investments. The Reform Agenda includes 56 reforms and 153 concrete measures, structured into 7 essential areas: business development and supporting modern agriculture; better roads; fast and affordable digital networks; efficient and transparent fiscal administration; better public services in education, health, and social assistance; environmental protection and development of renewable energies; energy security and investments in critical infrastructure; combating corruption and strengthening justice.
'Reforms are not an imposed condition but a necessary step for the state to function better and provide real results to people. And this is very important - the money comes to Moldova as long as we uphold these standards, respect values such as good governance, the rule of law, efficient institutions, and eliminate corruption,' he said.
The second component of the Plan - investments - means concrete projects that will have a direct impact on people's daily lives. Among these are: the construction of the Chisinau-Ungheni highway, the construction of two modern regional hospitals in Bălți and Cahul, the modernization of water, sewage, and road infrastructure in localities, subsidies for the industrialization and modernization of agriculture, energy efficiency of public and private buildings.
'The list is long. We are transforming the country. The Republic of Moldova is moving decisively and irreversibly on the European path, through reforms, hard work, and seriousness, and the Growth Plan for Moldova is about living in prosperity here, at home. Success depends on us. On how we work, build, and maintain unity. When we take care of our country, our people, Moldova can do it!' said Recean.
