Speaker: We voted for Moldova's Growth Plan - unprecedented financial aid provided by European Union

"When we take care of our country and our people, Moldova can! Today, we voted in Parliament for Moldova's Growth Plan - an unprecedented financial aid provided by the European Union for the development of the country and improving the living standards of its citizens." This statement was made by Speaker Igor Grosu, after the parliament ratified the Agreement that sets the specific modalities for implementing the EU's financial support, amounting to 1.9 billion euros.

The Speaker said that through the Growth Plan, the Republic of Moldova will benefit from a financial package of 1.9 billion euros for specific projects such as: the construction of Chișinău-Ungheni highway, for integration into the European road network via Romania; the construction of two more high-voltage interconnection lines in the European network; the modernization of railway and logistics hubs, both for passenger transport and, especially, for goods transport; the construction of two modern regional hospitals in Bălți and Cahul; the modernization of water and sewerage infrastructure and roads in localities; subsidies for the industrialization and modernization of agriculture; the construction of industrial platforms to attract investments in the machine-building, electronics, pharmaceutical industries, and other sectors with high added-value jobs; and the energy efficiency of public and private buildings.

"Thank you to Prime Minister Dorin Recean and the team. The Republic of Moldova is moving decisively and irreversibly on the European path, through reforms, through hard work, and seriousness," Grosu opined.

Parliament ratified today with 58 votes the Facilitation Agreement between the Republic of Moldova and the European Union regarding the specific modalities for implementing the support provided by the European Union under the Reform and Growth Facility for the Republic of Moldova. The general objectives are supporting the enlargement process by accelerating alignment with the values, provisions, stipulations, and principles of European Union legislation; supporting the progressive integration of the Republic of Moldova's internal market into the community market; and accelerating socio-economic convergences with those of the European Union.

Thus, our country will benefit from financial support totaling 1.9 billion euros. This includes a grant component of 520 million euros, which is intended for investments, technical assistance, and credit guarantees. Additionally, our country will receive loans worth 1.5 billion euros, which will be disbursed based on the progress made in implementing the committed reforms.

The financial support will be granted based on conditionalities found in the Reform Agenda of the Growth Plan for the Republic of Moldova, which was recently approved by the Government. This contains 153 measures and 56 reforms, which are to be implemented by the end of 2027. The reform agenda targets seven key sectors: economic competitiveness and private sector development; connectivity and digital infrastructure; economic governance; social capital; green transition and natural capital; energy security and efficiency; fundamental values.

The Facilitation Agreement between the Republic of Moldova and the European Union regarding the specific modalities for implementing the support provided by the European Union under the Reform and Growth Facility for the Republic of Moldova was signed on May 9, 2025.
