Moldovan governments financially supports voluntary amalgamation: 81 mayoralties receive first incentive

The process of voluntary amalgamation of local public administration is progressing – so far, 175 mayoralties have adopted final decisions. To support the process of merging administrations, mayoralties can access the first financial incentive provided by the government.

For the provision of the first incentive, the state budget for 2026 allocates a total of approximately 170 million lei. To date, 24 groups, made up of 81 mayoralties, have received Incentive I, with a total value of 10 million lei.

Incentive I is meant for preparing the voluntary amalgamation process and can be used to purchase consultancy services needed by the new mayoralties. It covers the drafting of the documents required for amalgamation, the organization of public consultations with citizens, the preparation of investment projects and related technical documentation, as well as the development of the plan for institutional reorganization and integration after amalgamation.

Some of the applications target projects with direct social impact – the modernization of kindergartens and the development of urban public transport systems – while most of the requested resources are meant for the creation of 26 Unified Centers for Public Service Delivery, which will facilitate citizens’ access to quality public services.

In parallel, the government is preparing the provision of Incentive II, aimed at investments in the development of amalgamated communities. This incentive provides support of 3,000 lei for each resident, funds that will be invested in modernizing infrastructure and improving public services. The resources for Incentive II will be included in the state budget for 2027 and will be allocated in line with the commitments made and with the reform’s implementation schedule.
