Chișinău, November 6, 2026 – The Republic of Moldova will negotiate additional financing of 28 million euros for the Solid Waste in the Republic of Moldova project. The Foreign Policy Committee approved the initiation of negotiations with the European Bank for Reconstruction and Development (EBRD), at the initiative of the Ministry of Environment.

The need for additional financing is determined by the significant differences between the implementation costs initially estimated and those resulting from the procurement procedures. Thus, bids for the design and construction of the infrastructure were 1.5 to 4 times higher than the amounts provided for in the initial documentation, prepared on the basis of the feasibility study conducted in December 2015. In addition, expenses not initially anticipated were identified for access roads and connecting the facilities to electricity networks. The initial loan agreement amounting to 25 million euros was ratified in 2023.

The additional financing will allow for the continued development of integrated waste management systems and infrastructure for collection, transfer, sorting, treatment, and compliant disposal, as well as the implementation of measures to close non-compliant landfills. The project targets several regions of the country, including Ungheni, Nisporeni, Călărași, Edineț, Dondușeni, Ocnița, Briceni, Cahul and Cantemir, as well as localities in the Autonomous Territorial Unit of Gagauzia. The implementation schedule provides for the completion of the project by December 31, 2029.

The Solid Waste in the Republic of Moldova project contributes to achieving the sustainable development objectives set out in the European Moldova 2030 National Development Strategy. Through its implementation, the authorities seek to improve waste management services in several localities, reduce uncontrolled waste disposal, and mitigate risks to public health.
