Government approved public administration reform strategy in Moldova for 2023-2030
Chisinau, March 15. /MOLDPRES/- The Republic of Moldova will have an efficient, transparent and responsible central and local public administration, which will provide quality services to citizens and business environment, ensuring the sustainable development of the country. In this context, the Cabinet of Ministers approved today the Public Administration Reform Strategy for 2023-2030, set up by the State Chancellery.
According to the government's communication and protocol department, the document describes the vision, purpose, actions and resources needed to accelerate the European transformation of public institutions at the central and local level. Thus, the Strategy comes to support the implementation of reforms on five components: the management of the public function and civil servants, the institutional framework of the central public administration, the system of strategic planning and elaboration of public policies, debureaucratization and the development of electronic services, as well as local public administration.
Also, the Strategy includes the detailed analysis of the current situation, as well as the objectives drawn for each direction of reform, focused on improving the activity of the public administration, modernizing and providing high-quality public services.
The need for complex reform of the central and local public administration comes from the challenges they face - at the moment, the public administration system is characterized by numerous structural problems, which may have negative consequences in the next period. At the same time, the approval of the new public administration reform strategy is important in the context of the aspirations of the Republic of Moldova for integration into the European Union.
The draft Strategy was widely consulted with the interested parties, in particular with the representatives of local public authorities through the Congress of Local Authorities from Moldova, as well as validated on the platform of the commission for decentralization.
The costs necessary for the implementation of the Strategy will be covered from the state budget and from external sources. The document will be implemented in two stages, based on the implementation programs.
