Government approved National Program on Learning Romanian Language for 2026–2028
Representatives of national minorities, refugees, people returning from the diaspora, adults active on the labor market, as well as children and pupils newly arrived from other linguistic and cultural communities will have more opportunities to learn the Romanian language. The Cabinet of Ministers has approved the National Program on Learning the Romanian Language for 2026–2028.
The new Program extends the actions of the one implemented during 2023–2025 and aims to develop and implement an integrated national system for learning-teaching, assessment and certification of competencies in the Romanian language, adapted to different categories of beneficiaries and competence levels.
To support non-native Romanian-speaking pupils, remedial programs are introduced, focused on improving communication skills and increasing performance in national assessments, including graduation exams.
The Program provides for the updating of curricula and teaching materials. At the same time, it envisages the use of digital platforms, interactive applications and multimedia tools for learning the Romanian language, including in distance-learning format.
Furthermore, measures are planned to motivate and retain teaching staff and attract young specialists, including facilitating career advancement and increasing scholarship amounts for students specializing in Romanian Language and Literature, granting relocation allowances and ensuring special-purpose transfers to support employment in disadvantaged institutions.
The implementation of the National Program on Learning the Romanian Language for 2026–2028 will contribute to improving the quality of educational services, increasing the level of social and professional integration of beneficiaries, strengthening social cohesion, reducing inequalities, promoting linguistic and cultural inclusion and reinforcing civic identity.
