The State Chancellery, together with representatives of the government in the regions, during October 28-November 5, 2026, is organizing public consultations on the legislative package for local public administration reform—a reform aimed at strengthening mayors’ offices and supporting the development of villages and cities across Moldova.

The legislative package proposes a new administrative and territorial map of the country, the definition of the powers and responsibilities of future regions, changes to the organization and work of local public administration, as well as the introduction of a minimum threshold of 3,000 residents for a mayor’s office.

The government encourages active participation in the public consultation process. Mayors, local elected officials, civil society representatives, citizens and all interested parties are invited to discuss the proposals and contribute to improving the draft laws. Invitations have been extended to representative associations of local elected officials, parliamentary factions, academia and extra-parliamentary parties.

The legislative package is available for consultation on www.particip.gov.md (https://shorturl.at/wCM7G and https://shorturl.at/4VZjN). Proposals and suggestions may be submitted during the public discussions, directly on the platform through comments, or sent to primariiputernice@gov.md.

According to the proposal presented by the government, the 32 districts are to be reorganized into three regions—North, Centre, and South—while the current Taraclia district is expected to become a municipality of level II. The municipalities of Chisinau and Balti will keep their current status, while the Autonomous Territorial Unit of Gagauzia will retain its special status. The new administrative and territorial organization will provide mayors’ offices with more resources and capacities to develop their communities.
